Planning a San Diego Reroof: Permits, Scope and Inspections

November 1, 2026 5 min

A permit decision comes before scheduling the tear-off—not after the roof is open. Start with the property address and a written description of the work. A change in roof covering, decking or structural framing can change the approval process.

1. Identify the actual building department

The property address determines the permitting authority: an unincorporated San Diego County property follows County rules, not the nearby city's rules. HOA architectural approval is separate and applies only when your association requires it. Coastal, historic and wildfire-area restrictions are checked where applicable; a roof replacement does not automatically require a coastal permit.

La Jolla follows the City of San Diego. A San Marcos or Carlsbad mailing address is not a reason to assume San Diego City exemptions apply.

2. Document what will change

  • Existing and proposed roof covering, slope and material weight.
  • Whether the scope includes tear-off, decking replacement or framing changes.
  • Solar panels or rooftop equipment that must be removed and reinstalled.
  • Historic designation, HOA conditions and any applicable site restrictions.

3. Check San Diego's reroof exemptions carefully

San Diego's September 2026 Information Bulletin 123 does not require a building permit for every reroof. Renewal without altering the existing roof structure or diaphragm can be exempt, subject to the bulletin and Municipal Code. Permit triggers include structural changes, replacing wood or asphalt roofing with material over 6 pounds per square foot, and removing skip sheathing to install new decking. For single-family homes, duplexes and townhouses, in-kind replacement of damaged decking up to 25% of the entire roof area can be exempt. Designated historic resources and adopted historic districts always require a reroof permit. Reinstalling removed solar panels requires an electrical permit. We confirm the complete requirements and any exemption with the City for your scope before work.

4. Select a compliant roof assembly

Permit applications submitted on or after January 1, 2026 are subject to the 2025 California codes as adopted and amended locally. Roof replacement must meet applicable roofing, structural and fire-safety rules even when a permit exemption applies. Title 24 energy requirements, including cool-roof requirements and exceptions, depend on the building type, climate zone, roof slope and scope of work—not every reroof requires a cool roof. We check the requirements for your address before selecting the roof assembly.

5. Agree on permits and inspections in writing

Ask who submits any required permit, which documents support it, and which inspections must happen before concealed work is covered. Keep the issued permit and inspection records with your contract and roof warranty. Approval timing depends on the enforcing agency and project; do not rely on a promised universal turnaround.
