A contractor license concerns the contractor. A permit, where required, concerns your specific property and scope of work. Ask for the permit number and required inspection steps for your project.
Permit requirements depend on the address and the work—not every San Diego-area reroof has the same rule. Confirm permit exemptions with the responsible city or the County before starting. Structural changes, added roof weight and other alterations can require additional review. Where a permit is required, we obtain it before work and coordinate the inspections specified by the building department.
San Diego's September 2026 Information Bulletin 123 does not require a building permit for every reroof. Renewal without altering the existing roof structure or diaphragm can be exempt, subject to the bulletin and Municipal Code. Permit triggers include structural changes, replacing wood or asphalt roofing with material over 6 pounds per square foot, and removing skip sheathing to install new decking. For single-family homes, duplexes and townhouses, in-kind replacement of damaged decking up to 25% of the entire roof area can be exempt. Designated historic resources and adopted historic districts always require a reroof permit. Reinstalling removed solar panels requires an electrical permit. We confirm the complete requirements and any exemption with the City for your scope before work.
San Diego Information Bulletin 123 (September 2026)The property address determines the permitting authority: an unincorporated San Diego County property follows County rules, not the nearby city's rules. HOA architectural approval is separate and applies only when your association requires it. Coastal, historic and wildfire-area restrictions are checked where applicable; a roof replacement does not automatically require a coastal permit.
